Transport Strategy

A Transport Assessment is prepared to support the application. As part of this TA, the forecast traffic impact of the development on the surrounding roads will be comprehensively assessed assuming a worst case level of anticipated vehicle trips.

The traffic impact likely to arise at all junctions at the vicinity of Newlands Park is within current and forecast capacity during weekday and weekend peak periods.

The site’s convenient location close to the M1 therefore minimising potential impact on the more local roads.

Two access roads are proposed to the development for vehicular traffic:

• Primary access from the existing new Northern Junction 10a roundabout to via fourth arm
• Access onto Newlands Road linking south along Newlands Road up to London Road to form the secondary access

Access for service vehicles will be via a new roundabout onto Newlands Road.

The site is located close to existing bus routes serving Luton and the wider areas while dedicated routes will be discussed with operators Shared parking services at weekends from vacant offices could be used for retail and football related park and ride making full use of the provision.

A Car Park Management Plan will be produced and implemented as part of the development to make sure appropriate parking is provided and managed effectively whilst encouraging sustainable travel.
